What could be preventing the carb from getting gas?

I just dont understand what could be keeping the left carb from getting fuel. When I take the bowl off and crank it once i see fuel coming out but when the bowls on there's no flow. Could my floats be getting bumped up and shutting off flow?

You don’t need to crank the engine to get gas to flow, just turn the petcock to the PRI position.

With the carbs on the workbench, install the floatbowl on the bad carb and physically turn the carbs over – you should be able to literally hear the float flop over. If it doesn’t, you have found the problem.

      I think he means prime.
Take off the carbs and clean them.
