I'm guessing it had something to do with resonant frequencies. Fin flap, in other words.
and God said, "Let there be air compressors!"

ok, dang.. I tossed alot of them out.

has anyone figured out a fudge fix for the fin flap fluctuation foilers or are these a dealer item only ?

Let the fin flaps fluctuate, it's a figment anyway.

I can't keep the f's going, but the reason for the FFFF's is noise. Specifically, the noise regs for bikes were tightening up in the early 80's and the ringing noise you get from aircooled engine fins was a noticeable contributor to overall noise levels. Hence, FFFF's to stop the ringing noise. Lots of the later aircooled bikes (all brands) had some version of them.
