carb hook up 82 GS850GL

I rebuilt the carbs and am getting ready to hook the hoses up, fuel intake is OK but the T vents between cards 1&2 and 3&4 had a hose connecting them with a 3 way connector with nothing on the 3rd leg. This does not seam right. Should they be hooked together with a single hose or cap the 3rd leg of the 3 way? or am I missing a 3rd hookup?

Looks to be these are open to atmosphere (as per a search I did. Next question is should I even hook the 2 together with an open 3rd leg of a 3 way? Will this throw anything off? Or just leave the vents open?
