Some of that might depend on where you live.
A Colorado "hill" could easily require more power than a bike in severe need of a good tune-up can produce.
On the other hand, a Florida "hill" can be easily conqured by my mother pushing the bike with her walker.
Please give us a hint where you live (fill in parts of your profile, please), then also provide a few details like: how long has it been since the bike has had a tune-up? This "tune-up" should include basics like valve adjustment, carb cleaning and tuning, spark plugs, verifying integrity of coils and wires, brake condition (minimal drag at calipers) and a few other things. What is your approximate weight? No detailed number necessary, just "small", "medium", "average", "large" or "extra large". What gear and road speed are you using? Even with a well-running bike, asking it to climb at 25 mph in fifth gear with a 300 lb. rider is asking a bit much.
In truth, a 550 should have no problem ripping through the "hills" or even "mountains" of Colorado, so something is definitely awry.

At 1,200 RPM or something?
Try it at 8,000 RPM, report your results here.
he's right though, these bikes need to stick up in the RPM ranges. my 1100G doesn't even really come alive below 3500 rpms or so. 5 k or so and things really get interesting!
