I'm attempting my first valve job on my 1100. I have the #1 intake set to what i believe is .010. Should there be play in the rocker arm when i have it set at this number?

Yes - you should have 0.01mm worth of play which is enough to feel. If you can't feel any movement it's too close.79 GS1000S
