    Pilot jet inlet capped?????

I opened up the carbs on my 83 850G and there are rubber plug/caps plugging the inlet to the pilot jets.

I don't get it. The bike's idle and part throttle was fine. How was this happening when the pilot jets were capped?

    Do I remove the caps?

    Carbs

Don't be surprised, that is the way they were intended to work. Get a service manual or clymers and do some reading up on carb internals.bmac

No, do NOT remove those rubber plugs! Fuel passes through main jet and via internal passage to pilot jet. Removal would allow open access to fuel in float bowl, upsetting the calibration! The rubber plugs should be replaced when they do not fit firmly any more.

The pilot jets are fed through a passage from the main jet. If the caps are in poor condition (likely) then they should be replaced.
