Ahhhh okay, new pic, those.
If there are screws that have rubber mounts to them in this assembly, they fit inside the rubber mounts I would guess.

Those look just like the inserts for the signal lights. They sit in the hole and the bolt goes through them then attaches to the signal light. Check it out.Rob
