My 1981 GS-750L is also an 18 mm but I have had better luck with using a three way motorcycle plug wrench that I picked up a few years ago at a honda dealer. Its basically the old socket (like the motorcycle tool kit sockets for many bikes) with a bar that goes through the end to allow you to turn the socket. It has two different size end wrenches and the 18 is actually inside the 21 mm.

What I like about it is that it fitts in there I have trouble getting a socket and other than breaking the plug loose or the final 1/4 turn tightening I can easily turn it with my fingers.
