Need more info. I assume it's the fuel filter that is off, but what are these three holes? Three holes on each carb or what? And by bottom of carb you mean the bowl?

    What make/model/year is it?

        Gas leak

I would suggest doing a search on PETCOCK and FUEL LEAK. It is likely that the carb float needle is bad/clogged or otherwise in need of repair. Most common suggestion is a carb rebuild. Also, the stock petcock on GS's appear to be the absolute worst design available. Most common suggestion is to replace them with a quality aftermarket petcock. Notably the Pingle petcock seems to be a favorite.
I have a similar problem and I will be completely rebuilding the carbs and replacing the deficient petcock with a Pingle this month. I cant afford to have fuel issues for this daily commuter.
