Missing piece of petcock?

In my fuel investigations today, I took out the petcock and it (according to schematics) seems to be missing the piece that extends up into the tank. I'm not sure what it is/ was.

What is it, and do I need it ?

It's a fuel filter. If you have an inline filter you can get by without it. If you don't have an inline filter get one. Otherwise you're going to have some clogged jets in you carbs.

Yes. He either has to be careful not to run out of gas or figure out which is the normal and reserve side of the petcock. He could then put in a couple inches of tubing on the normal run side so he will have some reserve.
