tank cleaning..now I have more rust than I began with..help!

I used a quart of phosphoric acid straight up. Rolled the tank around for 10 minutes or so, dumped it out and flushed with water real good. Then taped a hair dryer to the filler and let it run for an hour or so. No problems. I did make a blanking plate for the petcock and fuel gage out of a piece of plexiglass and screwed them in place during the acid bath. I removed them during the drying cycle. I have seen many tank sealers peel after time and now you have a total mess so I left it bare. It has been all summer and the inside still looks good.

Never had to clean and re seal a tank BUT i know the POR15 works really well on rust. When I redid my 65 Ford PU I used the POR 15 sealer on the inside of the cab to seal some very small pin holes and to prevent further rust from forming.
