Adjust butterfly laterally? (with pics)

Isn't there a rubber or plastic seal/washer/something on the outside of the shaft for the butterfly? I was under the imperssion that these parts should not get dipped? That is the only reason I removed my discs.
I kinda wish I had mine off so I'd remember better.... But if I can leave them in I'd be happy for one less step.

I just went into the shop and checked my CV's and there is no rubber or plastic on the (my) butterfly linkages.
