Yeah, I saw that article a while ago and that pretty much sums it up. I have been thinking that some old Battlestar Galactica Cylon like white LED bar across the front of the bike would accomplish that full time. A chain of lights going from the headlight to the signal stalks. Set up a chaser so that the lights either went side to side (weave simulation) or perhaps from the centre out to both sides at the same time. I like the centre out idea as then peoples direction of vision would be AWAY from your bike, kind of like the big signs on services vehicles.

It is reports like this, and perhaps just common sense, that is likely producing more bikes with dual headlights that amongst other things provides better depth of field feedback. Some riders always ride with high beams on during the day, but to me that is usually interpreted by a driver as a car far away with high beams on (bright single point of light), and thus something to disregard.

Another thought would be dual headlights that vary intensity from side to side, not a strobe like effect of emergency vehicles but a slower second or two fade up/down from side to side.

Then of course it may just be easier and more effective to get a red or amber cherry flashing on top of our helmets.

Interesting that they question the effectiveness of bright colors, and suggest they might be the opposite of helpful.
