As previously stated, neck gaitor/gator all the way, man. Low profile, easy to wash, small enough to cram into your back pocket and will keep you damn warm. I recommend the polypro material ones, cotton is essentially worthless. I have heard of, but never seen a fleece gaitor...
A balaclava just seems like overkill to me. Especially considering the extra room it takes up inside a helmet.

On a "tail wagging the dog sort of note" New Enough is selling the Scout IV Jackets for $219-$229. These were going for close to $400 at the beginning of the summer.
I bring it up because First Gear has a nice integrated neck warmer that is integral to the pull out thermal liner. I have had a similar First Gear Jacket for over a decade and I can say the Scout IV is much better in all respects. Integrated soft armor and much thicker leather than before plus plenty of venting. The tall versions do a good job of covering your A$$ when your leaned forward. If you need a new jacket there's a lot to like with these. Oh yea another neat feature is it has two sets of zippers that allow more room when your using the liner.

I use a old Simpson sprint car helmet skirt for snowmobiling. Attaches via a velcro strip around the base of the helmet. It works great to keep the neck warm and cold air out. As an added bonus it's nomex.

i purchased a micro-fleece balaclava from walmart last year for $8 and some change. in 28f degree weather it keep me nice and toasty, and no wind penetrated it. the only drawbacks are above 40f you will probably sweat, and it is camo. so i might look like a redneck, but im a warm redneck.lol.
