Do my forks really need these little washers?

Hi, I have stripped a set of 1150 forks down cleaned and reassembled with new seals but I noticed that one fork had a single washer at the bottom of the damper while the other did not. I checked the owner manual and parts fiche and see they are each supposed to have one thrust washer with a wave washer either side.

They are part numbers 22, 23 & 24 on the attached picture. Can anyone tell me what they do and what happens if they are left out?

The wave washer is referred to in the shop manual as a spring. They are there for valving purposes and are necessary.

Pulled the spare set of forks down and salvaged the 6 washers from them (and the dust seals were in better condition so I grabbed them as well)

I managed to remove the triple tree and replaced the bearings, and swapped the calipers for others in better nick. Installed braided lines and some headlight ears (have removed all the fairings to go naked) started to swap out the bars for raised bars of a naked EF. Will have to finish (that might be a bit optimistic) him up later in the week.

I did the fork spring cut down mod (removed about 2 inches and replaced with tube spacer) and so far (not ridden yet) it is promising with just a smidge over half inch of static sag (riderless) and with 15 weight fork oil the damping feels pretty good.
