    82 750t Mild wobble at 45 mph

PO had put my bike down many times (frame downtube on left is dented) as is tank on left and right. At exactly 42 mph on a smooth surface a mild handle bar oscillation (about 1/2 inch each way) starts with nere a detection of it at below that speed. Above 60ish it diminishes. I look at the front wheel while at speed and see the tire edge wobbling at the same frequency...but I don't visually perceive the wheel doing so. Crude, screwdriver held against fork test with front wheel off ground spinning slowly does not reveal any run-out of wheel, but I was just holding it there not zip tied for best accuracy (no center stand and son was holding bike over on side stand). Just would like some advice or comments before I go further, like comments on wheel bending tendency/toughness...tire resiliency, or tendency of these bikes to shake. Heck as far as I know it could be steering head issue. Just looking for ideas to check or to talk about. Thanks.
