I am gonna go out on a limb and say you are wrong.
Most stems are 11.3 or .45 something inches.

I don't know what most are, but mine is the 8.3mm size.

Its perverse. Of the purveyors of aftermarket anodized stuff the agreement is 11.3 with only rare wheels being the smaller size.

I do know the zedder cross ref has an inordinate number of bikes with the 413 stems
