Puncture Plug OK or Not ?

Got my sons moped tire repaired today and they plugged the puncture which is standard practice.

But should it look like this when it's finished? Being that it is standing proud of the tire I am thinking it might get pulled out.

Should I chop it off?

No, its fine.

i would just slice it off with a stanley blade so it is flush with the tire

It is customary for a plug to stand proud of its surroundings.

Since it is actually in one of the grooves, you could cut it flush with the tread and it would still be standing proud.

No need to, but you could do it if you really wanted to.

its only a moped but if the plug is proud of the tread height it will get deflected about by accelerating,braking and cornering which could compromise the seal it has in the tire.
obviously more critical on a larger more powerful bike

Thanks again. Wish we had tyres like that on our mopeds in the '70s. It's as wide as I might get on my GS1100 when it's done!
