1100 GK rear shocks - looking for info

Just got into the rear suspension on my project GK, one of the rear shocks has an oil leak that's obviously coming from the seal as it's all inside the rubber gater and not on the top end of the shock.

Wondering what the knowledge is on these units?

Is it possible a PO has just put too much air pressure in them causing oil to squeeze past the seal and actually they're OK?
It's got super low miles, below what I'd expect a rear shock to expire.

    Thanks in advance!

Edit: Currently doing a leak down test at 40psi with all the oil drained. No immediate drop in pressure, leaving overnight.

    Bump
    No leak down at 40psi
Going to empty the good shock of oil to find out how much should be in there, fill them both back up and see what happens.
    Will post results for reference...

This is for rear air shocks? I'm not sure about these older ones, but in modern air shocks, the air and the oil are in separate cavities, sealed by different seals.
