    Lower stem bearings dust shiled

I'm going to replace the stem bearings in my 1984 GSX400. they are the tapered type.
my question is should there be a rubber dust shield for the lower stem bearing?
when i took it apart there was nothing but i'm not sure this is how it suppose to be.
this dilemma is what keeping me from moving on with my rebuild.
    The part number is 09265-30005

    Thanks

technically there should be, but most people fit new bearings without it. as long as they are greased up good it will be fine without the seal
