Problem with front wheel assembly- Dust Seal

While assembling the front wheel i ran into a strange problem.
In the fiche there's part #11 - DUST SEAL, gear box.
It wasn't on the bike when i took it apart, so i ordered it using the part no.

I expected some kind of rubber part and was surprised to find it a metal parts.
I assembled the wheel according to the drawing but after tightening all the nuts i found out that the wheel doesnt turn freely, it seems the speedo drive is pressing hard on the lip of the dust seal and it's trying to turn with the wheel.
relasing the nuts just causes the wheel shaft to turn with the wheel.

any advice? is it possible that this part is not needed? i would expect it to fit on the outside of the speedo drive and not inside it.

    Thanks
    Eran

Well, that dust seal wasn't flush with the lip so i had to trim it with the dremel.
    but now its ok.

There are two lengths of dust seal from Suzuki.
The older bikes with thicker rotor spiders came with a shorter one than the later bikes.... Difference is about 4-5mm from memory.
