front wheel bearing spacer makes disc rub caliper bracket if I do what 'fish says

The wheel spacer #8 on RT side of bike ( the axle nut side) is clearly shown with the shoulder "outside".
the left side of bike has same spacer- also #8, shoulder inside, between the odo and the axle bolt head.
When I install wheel with spacers as shown above, the cal bracket rubs the disc on rt side. When I install the spacer "inside" on both sides, everything looks very nice.

Did I screw up, or is the 'fish wrong??? 1980 GS1000G
