Blinker issue
So I am slowly trying to run through the issues on my 750L to get it inspectable for spring and found another, albeit smallish (hopefully), issue. My blinkers blink slowly when the headlight is off and not at all when the headlight is on. They just turn on and stay on. Does this sound like a relay or a ground issue? Where are the common grounds on these bikes? It feels like an uphill battle but I am determined to get this bike back on the road if it kills me. Thanks.

As in all bikes of this age, a thorough cleaning of all contact points in the electrical system is in order. Bullet connectors, plugs, switches, fuse blocks, terminal rigs, grounds and sockets need inspection, replacement if necessary, cleaning and a coating of dielectric grease. That should eliminate most of these problems. A check of the charging system is also in order. There is also a possibility the relay is bad, but it wouldn't cause the issue with the headlight. Are you checking this with the bike running, or not?
If it's not running and the battery isn't fully charged and in good condition, they may blink slowly and (or) stop when you turn the headlight on. Else my guess would be a weak turn signal flasher.

I have a brand new battery fully charged but bike is not running due to the tank being off waiting for petcock rebuild kit. Due to the storm the delivery has been pushed til Tuesday so I was trying to stay busy and productive in the meantime.

Slow, or no, flashing can be caused by low voltage.
I would not be too worried about it until you find that this happens when the engine is running.
Just out of curiosity, what is the voltage at the battery while you are trying this?

While you've having wiring fun, skip the petcock rebuild kit- the repair parts today are slighly different than 31 years ago; just get a new one and eliminate it as potential problem. Z1 or this ebay guy; others have them too
