        Considering all, the airbox, air cleaner box and carb boots and air box boots have no leaks, I'd check the supply side, the gas side.
        Have you, or considered to attach an alternate gas supply to the carbs,
        probably a makeshift gravity flow temp tank. This would directly feed your carbs and eliminate the vacuum line, petcock, restrictive vent in tank, etc.
        If you attempt to do this I'd keep a fire exstinguisher close by.

          And please, if youre still using starting fluid, stop. Its very hard on engines in general. No need in causing another issue by using that stuff.

                update'
                i decided to take the bike in to a guy who looked at the bike and said he could get it going ,
                he called and said everything i did was good, he syc the carbs, set plug gap , there was a issue with the petcock, even after the rebuild a spring had broken and caused alot of the issues,
                he redone the intake seals now i need to find a good petcock and valve cover gasket and rear brake master/ caliper , or kits

                  Glad you haven't given up on it. And 82 850 petcock should be alot easier to find than say a '79 850 (old style). Any petcock problem can cause you some serious headaches.

                    well i went as far as i could go with the repairs,
                    this guy is very mituculus,and straight foreword , plus he went to school with me, and shares my same last name although not related ,
                    the dealer can get a remaned petcock, 100$ found them elswhere for under 60$ so its ordered
                    the rear master cyl , and caliper are issues at this point, dont know wheather to get kits or replacements?
                    by the way the bike has been riden now , so the incouragement is the game changer!!
                    soon as we get the needed items, valve cover gaskets, brakes repaired, new petcock, oil filter/change, tires ,, then its on to cleaning polishing, and new paint scheme. thanks to all out here,
