      There is another premature step taken in that photo, that serves no purpose in a mock-up.

            Cinders...I always assemble them to the rack before I put the slides or choke stuff in. If you put the choke rod in and add each fork as you go in its a piece of cake..may have to wiggle it back and forth a bit but it just slides right in. Easiest way to remember about the bowl drains is this...they point the same way the mixture screws do..can mess it up that way.

              Idle screw is correct..those are early 750 carbs.

                The locking clip for the shaft is in place. The top caps are on without the shaft in place.

                And the purpose for your question is?

                  no.1 carb or carb top has to come off to unscrew the throttle shaft locating fork bracket thingy?

                    AHHHH...they all have to be off to install the slides and the throttle rod and bolts...

                      Bingo.

                      Leaving the tops on is another step out of sequence, but if mocking them up for looks, I can understand that. The locking clip, however, will be a roadblock for putting them back together and doesn't add anything to a mock-up, AFAICT.

                      No real purpose, just having some Where's Waldo fun with that pic.

                              Thanks for all you replies!!

                              FYI, the pic I posted is just a mock up, I see now that I have the carbs fitted the wrong way around (4-3-2-1 instead of 1-2-3-4 ). In fairness I only did a mock, no throttle / choke rail in place... I will rectify this weekend!!

                                BTW - much better to have us pick at your mock-up photo, than to transpose the 3 and 4 carbs and pull your hair out for days over why the Hell won't the No. 4 cylinder work.
